About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a brush mowing project at the Rice Skunk Wildlife Management Area (WMA) located in Morrison County. The procurement involves mechanically cutting, mulching, mowing, and masticating woody vegetation across 70 acres of scrub-shrub wetlands and wet meadows, with a primary focus on removing decadent willow, alder, aspen, and ash vegetation. Contractors must complete the work on frozen ground between October 31, 2024, and April 30, 2025, using appropriate equipment capable of handling the terrain and vegetation types. A mandatory pre-bid meeting is scheduled for May 16, 2024, at 10:00 am at the WMA parking lot, and any bidders not attending will be automatically disqualified. The evaluation criteria prioritize the lowest responsible vendor meeting all specifications, with the DNR reserving the right to award the contract based on the most advantageous terms. Bidders must submit comprehensive unit pricing that includes all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes through the Swift Portal by the May 22, 2024 deadline.
The solicitation does not explicitly outline specific set-aside designations, but it does indicate that vendors claiming Minnesota Resident Vendor status or Veteran-Owned Small Business Preference must provide appropriate documentation. The state may consider diversity and inclusion criteria during the award process. While a specific budget range is not disclosed, the project requires a minimum contract value of $30,000 and involves substantial equipment and labor commitments. Contractors must demonstrate they have not been found in default or had a contract terminated for cause in the previous 36 months. The DNR maintains flexibility in awarding the contract, potentially limiting the number of acres completed based on available funding. Payment will be rendered upon completion and acceptance of each site by the DNR, with the project subject to compliance with Minnesota's pollinator best management practices and invasive species prevention requirements. Interested vendors must be prepared to provide detailed equipment specifications, including make, model, horsepower, hydraulic flow capacity, and operator experience as part of their bid submission.
