About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for Region 1 Backpack Spraying services in Beltrami County for the 2025 fiscal year. The procurement seeks a contractor to perform crop tree release services by applying herbicide using manual backpack sprayers on four specific sites totaling approximately 104.8 acres. Contractors must apply Velpar L herbicide at 4 quarts per acre within a 3'x3' area centered on individual red pine seedlings, with strict prohibitions against using any mechanized equipment like ATVs or skidders. Bidders are required to possess a current Minnesota Commercial Pesticide Applicator License and must submit electronic proposals through the Swift Portal by March 31, 2025, at 2:00 PM. Potential bidders can schedule a site visit by contacting Project Supervisor Nick Severson at 218-888-7734, and the project is scheduled to commence no earlier than April 15, 2025, with a completion deadline of June 15, 2025. The contract will be awarded to the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total group.

The solicitation includes provisions prioritizing diversity and inclusion, with potential preferences for Minnesota-based small businesses, including those owned by minorities, women, veterans, and individuals with substantial physical disabilities. While no specific budget range was explicitly stated, pricing will be determined on a per-acre basis, with contract award contingent upon satisfactory completion and a minimum of 95% stem treatment compliance. The DNR emphasizes invasive species prevention and requires thorough equipment cleaning between work sites. Bidders must submit comprehensive unit pricing that includes all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. Contractors experiencing difficulties with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Responses not complying with solicitation requirements will be considered non-responsive and summarily rejected, with the state maintaining full discretion in the final contract award process.
