About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Promersberger River Road Gravel Project (Event ID 2025-763) located in the Littlefork area. The procurement involves loading, hauling, and spreading approximately 1,000 cubic yards of Class 5 State Source gravel and performing road maintenance on the Promersberger and River State Forest Road. Contractors must provide a dump truck with a minimum 10 cubic yard capacity and a loader, with gravel to be sourced from state gravel pits approximately 10 miles from the project site. Key qualifications include having appropriate heavy equipment, ability to complete work between May 26 and August 31, 2025, and compliance with prevailing wage requirements. The bid requires unit pricing that encompasses all associated costs including labor, materials, tools, transportation, equipment, sales tax, and use tax. Evaluation will focus on the lowest responsible vendor meeting all specifications, with bids to be submitted electronically through the Swift Portal by April 17, 2025, at 2:00 PM. Interested bidders can contact Nicholas Riley at 218-888-9055 for a site visit and must complete an Equipment Schedule as part of their submission.
The DNR explicitly encourages diversity in bidding, with specific provisions for businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Vendors can claim Minnesota Resident Vendor status and may be eligible for veteran-owned small business preferences. Insurance requirements include workers' compensation, automobile liability, and commercial general liability coverage. While a specific budget range is not disclosed, payment will be made on a per cubic yard basis using loose volume measurement. Contractors must also comply with additional regulations including building construction contractor registration, invasive species prevention, and workforce compliance standards. The state reserves the right to award items separately or by grouping, depending on what is most advantageous. Vendors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure a successful bid response.
