About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the 2025-417 Prior Lake Dewitt Public Water Access Ramp Extension Rebid project located in Scott County. The procurement involves comprehensive ramp repair services, requiring contractors to provide all necessary labor, equipment, materials, tools, transportation, and incidental services to extend and repair the public water access ramp. Bid submissions must be electronically submitted through the Swift Portal by December 3, 2024, with a project substantial completion date of June 13, 2025, and final completion by June 27, 2025. Contractors are required to visit the site prior to submitting a bid and must include all associated costs in their unit pricing, including labor, materials, transportation, equipment, sales tax, and use tax. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, with the right to award items separately or by total grouping to maximize state advantages. Evaluation criteria include compliance with all solicitation requirements, specification adherence, and meeting all terms and conditions.
The procurement includes several set-aside and preference designations, with favorable considerations for targeted group businesses, economically disadvantaged businesses, veteran-owned businesses, and businesses with environmentally responsible practices. Contractors must complete Attachment A, listing all first-tier subcontractors, including their legal names, locations, contract value percentages, and certification statuses. Vendors are required to comply with prevailing wage laws, provide proof of insurance, and meet responsible contractor standards as defined in Minnesota Statute 16C.285. While a specific budget range is not explicitly stated, contractors must submit a lump sum bid that encompasses all project costs, with the state indicating no additional charges beyond the contract price will be paid. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and must be prepared to provide all necessary documentation verifying their business qualifications and compliance with state procurement requirements.
