About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Prairie Ridge Wildlife Management Area (WMA) Wetland Restoration project located in Pine County. The project involves comprehensive wetland restoration work, including woody removal through mowing and mulching across 27 acres, locating and breaking 1,400 linear feet of drain tile, investigating an additional 1,200 linear feet of tile, and removing cattails and sediment from wetland basins. Specific deliverables include excavating 9,883 cubic yards of sediment, implementing erosion control measures, sowing a cover crop of oats, and mulching 23 acres of disturbed areas. Contractors must submit bids electronically through the Swift Portal by March 4, 2025, at 2:00 PM, with a site visit available by contacting Sarah Kvidt at 218-671-0197. Qualification requirements mandate that contractors have completed at least two verifiable wetland enhancement/restoration contracts since January 2022, with one contract valued at $125,000 or greater and another at $75,000 or greater. Additionally, contractors must possess GPS Integrated Machine Control equipment and have no recent OSHA safety citations or contract terminations.

The procurement allows for potential set-aside opportunities for Targeted Group/Economically Disadvantaged/Veteran-Owned (TG/ED/VO) businesses, as indicated by the First-Tier Subcontractors List form. Contractors must list subcontractors and their potential qualifying status for these designations. The project requires a 5% bid security for bids exceeding $50,000 and mandates compliance with Minnesota prevailing wage requirements. The contract term runs from July 1, 2025, to September 15, 2025, with substantial completion required by August 18, 2025, and final completion by August 25, 2025. While no specific budget range is explicitly stated, the detailed price schedule suggests multiple line items with varying unit prices. The State reserves the right to award the contract to the lowest responsible vendor meeting all specifications, with potential for awarding items separately or by grouping to maximize state advantages. Contractors must be registered in the SWIFT system and prepared to provide comprehensive documentation, including proof of insurance, affirmative action compliance, and subcontractor verification.
