About this opportunity
The Minnesota Department of Natural Resources is requesting bids for mechanical site preparation services—slash raking, shearing, windrowing, and piling—on approximately 11.5 acres at Pillsbury State Forest in Cass County to prepare seedbed for conifer reforestation, with bids due September 15, 2026 and work completion by November 3, 2026 or when ground freezes, whichever is sooner.
Award will be made to the lowest responsible vendor meeting all specifications and terms. Bidders must submit unit pricing on a per-acre basis through the Swift Portal (no email or faxed responses accepted); all costs—labor, materials, tools, transportation, equipment, sales tax, use tax, and project completion expenses—must be included in the per-acre price. Direct Pay Permit 1114 does not apply.
The contractor must deploy a crawler tractor with minimum 90 horsepower equipped with a Rockland rock rake attachment (or equivalent) featuring 6–8 teeth capable of 12-inch soil penetration, or a Cat D5 (or equivalent) dozer with the State-supplied bind-on mounted rock rake. If the contractor uses the State-supplied bind-on rock rake, the State provides transportation to site but not unloading or loading services. Site conditions must achieve minimum 80% slash clearance with mineral soil exposed and mixed with duff and topsoil across at least 80% of the tract; windrows must be spaced 75–100 feet apart.
The contractor must maintain Commercial General Liability insurance with minimum $500,000 per occurrence, Commercial Automobile Liability with $1.5 million combined single limit, and Workers' Compensation per statutory requirements. Compliance with the Minnesota Government Data Practices Act, pollinator best management practices, and invasive species prevention is required. Work cannot commence before October 1, 2026. Site visits are encouraged; contact Project Supervisor Karla Sandstrom at 218-203-4429. Questions are due September 11, 2026.
