About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a construction project at the Peterson Fish Hatchery in Goodhue County, involving the installation of a double-swing, powder-coated security gate across the hatchery's west-side driveway. The project requires contractors to furnish and install one double-drive swing gate with black powder coating, including two 4" CR40 grade galvanized steel gate posts set in sixty-inch concrete footings, and two 2" CR20 cold-rolled galvanized steel catch posts with auto-catch mechanisms. The solicitation (Event Number 2025-929) requires all bids to be submitted electronically through the Swift Portal by May 20, 2025, at 2:00 PM, with a site visit available by contacting Project Supervisor Shawn Haase at 507-875-2625. Contractors must provide comprehensive unit pricing that includes labor, materials, tools, transportation, equipment, sales tax, and all necessary incidentals for project completion. The project timeline mandates substantial completion by June 23, 2025, with final completion by June 30, 2025, and work to be performed between 7am and 5:30pm, Monday through Friday, excluding holidays. Award will be made to the lowest responsible vendor meeting all specifications, with DNR serving as the final arbiter of vendor compliance.

The solicitation emphasizes Minnesota's commitment to diversity and inclusion, with preferences given to businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Bidders exceeding $50,000 must provide solicitation security of 5% of their total bid amount and comply with various state regulations, including building construction contractor registration, tax law requirements, and invasive species prevention protocols. Contractors must complete a Contractor Detail Verification form, disclosing workers' compensation insurance status and employee details, with no notice to proceed or payments processed without this documentation. While no specific budget range is explicitly stated, the project requires adherence to prevailing wage rates for the region. The state reserves the right to award items separately, by grouping, or by total, depending on what is most advantageous. No subcontractors are anticipated for this project, and all responses will be evaluated based on meeting the detailed specifications outlined in the solicitation documents.
