The procurement involves removing and replacing 3,000 square yards of broken asphalt at the public water access parking lot, with all associated labor, equipment, materials, tools, transportation, and incidental work required for complete project execution. The Request for Bid (RFB) requires electronic submission through the Swift Portal by April 19, 2024, at 2:00 PM, with bids to be evaluated based on lowest responsible vendor meeting all specifications and terms. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Project-specific questions should be directed to Dion Turgeon at 218-671-7947, and bidders are strongly encouraged to review all attached documents carefully. The project is scheduled for substantial completion by June 15, 2024, with final completion by June 30, 2024.

The solicitation includes provisions for potential preferences for veteran-owned small businesses and requires compliance with Minnesota's prevailing wage laws. While no specific set-aside designations are prominently highlighted, the attached Subcontractors List (Attachment A-1) indicates opportunities for Targeted Group Businesses, Economically Disadvantaged Businesses, and Veteran-Owned Businesses. Prime contractors must obtain and submit verifications of compliance from subcontractors, with supplemental verifications required within 14 days of initial submission. The state reserves the right to award the contract separately, by grouping items, or by total, based on what is most advantageous. Unit pricing must comprehensively include all costs such as labor, materials, transportation, equipment, sales tax, and use tax. Direct Pay Permit 1114 does not apply to this project, and the DNR will be the final determinant of vendor specification compliance.
