About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for portable restroom services across Parks and Trails Area 3B, which encompasses eight counties including Anoka County. The procurement involves providing, placing, and servicing portable toilets at 56 different public water access and state trail sites from April 15, 2025, to April 14, 2027. Contractors must supply both standard and ADA-compliant portable units, with service frequencies ranging from once to twice per week depending on the specific location. Required qualifications include holding a valid Minnesota Pollution Control Agency (MPCA) License per Chapter 7080 by the bid opening date. The solicitation requires electronic submission through the Swift Portal by March 13, 2025, at 2:00 PM, with interested vendors able to arrange site visits by contacting Project Manager Rachel Henzen at 651-259-5875. Evaluation criteria focus on the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total bid. Unit pricing must comprehensively include labor, materials, transportation, equipment, sales taxes, and all associated costs for project completion.

The procurement includes preferential considerations for specific vendor categories, with a 12% bid preference available for targeted group, economically disadvantaged, and veteran-owned businesses, while eligible DEED/DHS providers receive a 6% preference. Vendors must complete a Workforce and Equal Pay Declaration Page, which applies to contracts exceeding specific monetary thresholds and requires businesses to declare their equal pay certification status. Businesses may be exempt if they have not employed 40 or more employees on a single day during the prior 12 months in Minnesota or their primary business state. Bidders can submit proposals for one, some, or all sites, with awards potentially made to multiple contractors based on the lowest total monthly bid price per site. While no specific budget range is explicitly stated, the comprehensive nature of the service across 56 locations suggests a potentially significant contract value. Contractors will need to submit a detailed price schedule in Microsoft Excel or PDF format, with each location requiring a monthly per-unit pricing structure that includes all servicing, maintenance, loading, hauling, and refuse disposal costs.
