About this opportunity
The Minnesota Department of Natural Resources is issuing a Request for Bid (RFB) for maintenance services at Public Water Access (PWA) sites across the Parks and Trails Bemidji Area, spanning Cass, Wadena, Beltrami, and Mahnomen Counties. The procurement seeks comprehensive labor, equipment, fuel, mobilization, materials, tools, transportation, and incidentals necessary to perform litter cleanup, debris removal, and mowing at 99 PWA sites organized into 20 separate bid groups for the 2026 season. Bidders must submit per-service unit prices for each site within their selected bid group, with pricing inclusive of all labor, materials, tools, transportation, equipment, fuel, sales tax, and any other costs necessary for project completion. Services must be performed at an estimated 22 service occasions per site between May 1, 2026 and September 30, 2026, with at least one maintenance service completed before May 9, 2026 to coincide with the spring walleye fishing season opening. Responders must electronically submit completed Excel price schedules through the SWIFT Supplier Portal by the February 12, 2026 deadline at 2:00 PM, with questions due by February 6, 2026. Site visits are encouraged and can be arranged by contacting Project Supervisor David B. Schotzko at 218-766-7529. The State will award contracts to the lowest responsible vendor meeting all specifications and terms, with the option to award items separately, by grouping, or by total as deemed most advantageous.
Targeted group, economically disadvantaged, and veteran-owned businesses receive a 12% preference consideration for bid evaluation. Contractors must comply with Minnesota invasive species prevention requirements, pollinator best management practices, and environmental prohibitions regarding triclosan, coal tar, polybrominated diphenyl ethers, and PFAS compounds. Subcontracting of work is prohibited under this solicitation. Required insurance includes Commercial Automobile Liability Insurance with a minimum $1,000,000 combined single limit and Workers' Compensation Insurance; Commercial General Liability Insurance has been waived. Monthly invoicing will be processed within 30 days of receipt of undisputed invoices for services performed and accepted by the Project Supervisor. No specific budget range or incumbent vendor information is provided in the solicitation materials; however, the State reserves the right to award items separately or in combinations as economically advantageous, suggesting flexibility in contract structure and potential value distribution across the 20 bid groups.
