About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for forest road grading services in the Park Rapids and Bemidji Forestry Areas through Solicitation No. 2024-948. The procurement involves comprehensive road maintenance, requiring contractors to provide labor, equipment, materials, tools, transportation, and incidentals necessary to grade State Forest Roads approximately four times during Fiscal Year 2025 through June 30, 2025. Contractors must utilize motor graders that meet MN/DOT Specification 2123, including minimum equipment specifications such as a weight of 8,600 kg, a moldboard at least 3.6 m long, and in-cab slope and hour meters. Responses must be submitted electronically through the Swift Portal by July 11, 2024, with potential for a one-year contract renewal if mutually agreed. Evaluation criteria will focus on the lowest responsible vendor meeting all specifications and terms, with the state reserving the right to award items separately or by total grouping. Interested bidders can schedule a site visit by contacting Project Supervisor Mike Lichter at 218-732-3309, and contractors needing technical assistance can reach the Contractor Assistance Help Desk at 651-201-8100, Option 1.

The solicitation demonstrates openness to diverse vendor participation, with potential preferences for targeted groups including certified small businesses, veteran-owned businesses, economically disadvantaged businesses, and businesses recognized by the Department of Employment and Economic Development (DEED) and Department of Human Services (DHS). While no specific budget range is explicitly stated, the unit price submitted must comprehensively cover all project costs, including labor, materials, equipment, transportation, sales tax, and use tax. The DNR explicitly notes that Direct Pay Permit 1114 does not apply to this project. The state demonstrates an environmental consciousness by expressing a desire to purchase environmentally responsible goods and services where practicable. Contractors must complete and submit an Equipment Specifications Form detailing primary and secondary equipment, including ownership status, year, make, and model, to demonstrate compliance with technical requirements. The procurement is specifically focused on Hubbard County and surrounding forestry areas, targeting local and regional contractors capable of meeting the precise road grading specifications.
