About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking a contractor for the Nerstrand State Park Hazard Tree Removal project through a Request for Bid (RFB) solicitation #2025-867. The procurement specifically requires the removal and disposal of 19 identified hazard trees located throughout Nerstrand State Park, with work to be completed by June 15, 2025. Deliverables include stump cutting flush to the ground, chipping or depositing logs and branches on-site, and applying pruning paint to oak tree stumps to prevent oak wilt. The project requires contractors to provide all necessary labor, equipment, materials, tools, and transportation services. Bidders must submit responses electronically through the SWIFT portal by May 8, 2025, at 2:00 PM, with a recommended site visit available by contacting Project Supervisor Alexa Smith at 507-384-6140. Evaluation criteria include compliance with specifications, with the award going to the lowest responsible vendor meeting all terms and conditions. Contractors must provide comprehensive unit pricing that includes all associated costs such as labor, materials, taxes, and equipment.
The solicitation demonstrates a commitment to diversity and inclusion, offering potential procurement advantages for small businesses owned by minorities, women, veterans, and individuals with disabilities. Specifically, veteran-owned small businesses receive a 12% procurement advantage, and Minnesota resident vendors may be considered in resolving tied low bids. Contractors must meet specific insurance requirements, including workers' compensation, automobile liability, and commercial general liability coverage. The DNR will pay for the project on a lump sum basis upon full completion and acceptance by the project supervisor, with no additional compensation allowed for the contractor's lack of understanding of site conditions. Bidders are required to follow invasive species prevention protocols, including cleaning equipment between sites to prevent potential infestations. While no specific budget range is explicitly stated, the project involves targeted tree removal services within a state park setting. Contractors must disclose their business organization type, potential prompt payment discounts, and any subcontractor involvement as part of their bid submission.
