About this opportunity

The Minnesota Department of Natural Resources is requesting bids for hazard tree removal and debris hauling at Nerstrand Big Woods State Park under RFB 2027-323, with bids due November 2, 2026 at 2:00 p.m. CST and all work required to be completed by December 3, 2026. A mandatory individual site visit by October 26, 2026 is a non-waivable eligibility requirement; any bid submitted without documented site visit completion will be rejected.

Targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State receive a preference of 12 percent of total available points; eligible DEED/DHS providers receive 6 percent preference. Minnesota resident vendor status may be claimed and considered for resolving tied low bids.

The scope spans four designated areas within the park. Area 1 requires removal of 34 trees and trimming of 1 tree; Area 2, removal of 24 trees; Area 3, removal of 43 trees and trimming of 3 trees; and Area 4, removal of 23 trees and trimming of 1 tree. The contractor must safely cut down all hazard trees, haul all resulting debris (trunks, branches, and limbs) to a designated burn pile location, and provide all labor, equipment, materials, permits, licenses, tools, and transportation. Unit pricing must include all costs—labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for completion—and must be entered at the unit line level in the SWIFT Portal.

All responses must be submitted electronically through the SWIFT Portal; no email or faxed responses are accepted. Bids are due at 2:00 p.m. CST on November 2, 2026. Questions must be submitted by October 28, 2026 to Contract Officer Masami Evans at masami.evans@state.mn.us. Site visit inquiries should be directed to Project Supervisor Alexa Smith at 507-384-6143. Contractor Assistance Help Desk support is available at 651-201-8100, Option 1. The State reserves the right to award items separately, by grouping, or by total; to reject any and all responses; or to cancel the solicitation. The award will be made to the lowest responsible vendor meeting all specifications.
