About this opportunity

The Minnesota Department of Natural Resources is issuing a Request for Bid (RFB #2026-841) for periodic vault pumping services at Myre-Big Island State Park's New York Point Group Center in Freeborn County, located in the Faribault County jurisdiction. The solicitation seeks comprehensive labor, equipment, materials, tools, transportation, and incidental services necessary to pump two 10,000-gallon vault tanks over a two-year contract period from May 1, 2026, through April 30, 2028. Contractors must be capable of responding within 48 hours of notification and completing up to ten total pumping trips per season between May 25 and October 15, with the exact frequency to be determined based on operational needs. Bidders must submit sealed bids electronically through the SWIFT Supplier Portal by April 29, 2026, at 2:00 PM, with all questions due by April 27, 2026. The State will award the contract to the lowest responsible vendor based on a per-gallon cost basis for an estimated 100,000 gallons over the two-year period, with unit prices required to include all costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. Qualified contractors are encouraged to schedule site visits by contacting Project Supervisor Carter Vogel at (507) 668-7075 or carter.vogel@state.mn.us prior to bid submission. Mandatory qualifications include maintaining Commercial General Liability Insurance of $1,000,000 per occurrence, Commercial Automobile Liability Insurance of $1,000,000 combined single limit, and Workers' Compensation Insurance in accordance with Minnesota statutory requirements, along with obtaining a valid MPCA License per MPCA Chapter 7080 before receiving the Notice to Proceed.

The solicitation includes a 12 percent preference for targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses certified by the State. Additionally, Minnesota Resident Vendor status may be claimed for purposes of resolving tied bids or applying reciprocal preferences, and the State encourages small business and diversity participation by requesting information regarding small business certification eligibility. Contractors are responsible for all disposal arrangements and ensuring compliance with federal, state, and local laws, and must provide septic pumping records to Freeborn County for each pumping event. No incumbent vendor or current contractor is identified in the solicitation documents. The State reserves the right to reject any or all responses, cancel the solicitation if deemed in its best interest, and award items separately, by grouping items, or by total as deemed most advantageous to the State. While a specific budget range is not disclosed in the RFB, the estimated contract value is based on a per-gallon rate applied against approximately 100,000 gallons of service over the two-year period, with the final award value dependent on the submitted bid prices and actual pumping frequency requirements.
