About this opportunity
The Minnesota Department of Natural Resources is soliciting bids for prescribed rotational goat grazing services at Myre-Big Island State Park to reduce invasive shrubs across approximately 33 acres at two locations, with responses due August 18, 2026 at 2:00 p.m. CDT and site visits available by arrangement with Project Supervisor Neil Slifka at 507-414-6196.
All bidders must submit a completed Animal Welfare Certification Form affirming that no owner, operator, officer, manager, or employee has been convicted of or is currently charged with animal cruelty, neglect, abuse, or related animal welfare violations under Minnesota law or comparable laws in any jurisdiction. This certification is executed under penalty of perjury and is material to contract award.
The project covers labor, mobilization, livestock, husbandry, fencing, equipment, materials, tools, transportation, and incidentals necessary for grazing 60–80 goats across three paddocks over an estimated 75 grazing days. Target vegetation includes buckthorn resprouts, prickly ash, honeysuckle, raspberries, hackberry, and cherry in oak savanna and oak woodland communities. Goat herds must consist of Boer, Boer-cross, Spanish, Savanna, Kiko, or similar meat goat breeds (no miniature or long-haired breeds) with mixed-aged animals; chemical de-worming must be completed two weeks prior to site arrival. Contractors must install and maintain all electric fencing, provide their own energizer and solar charging equipment, and respond to fence failures within 24 hours. No subcontracting is permitted.
Pricing consists of three line items: lump-sum mobilization fee, per-paddock setup and maintenance fee, and per-day grazing rate. Unit prices must include all labor, materials, tools, transportation, equipment, and applicable taxes. Project completion is due November 6, 2026. Targeted Group, Economically Disadvantaged Business, and Veteran-Owned Business enterprises receive 12 percent preference in scoring; DEED/DHS eligible providers receive 6 percent preference. Insurance requirements include Commercial General Liability and Commercial Automobile Liability at $1.5 million per occurrence and Workers' Compensation in accordance with Minnesota statute. Questions are due August 14, 2026. Award will be made to the lowest responsible vendor meeting all specifications.
