About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for buckthorn removal services at the Mud Lake Wildlife Management Area (WMA) in Morrison County. The project involves comprehensive invasive species management across 66 acres of timber stand, requiring specialized vegetation removal techniques including brush mowing with a skid steer, hand treatment using cut stem and basal bark methods, follow-up mowing of resprouts, and final foliar spraying of remaining vegetation. Bidders must attend a mandatory pre-bid site visit scheduled for April 16, 2024, at 10:00 AM at the Mud Lake WMA parking lot, with all responses due electronically through the SWIFT portal by April 23, 2024. Contractor qualifications include having completed at least one prior contract for hand cutting and chemically treating woody understory vegetation of 50 acres or more, with a contract value of $35,000 or greater, and possessing a current Minnesota Commercial Pesticide Applicators License. The DNR will evaluate and award the contract to the lowest responsible vendor meeting all specifications, with unit pricing required to include all associated costs such as labor, materials, equipment, transportation, and applicable taxes.

No specific set-aside designations or preferences for disadvantaged enterprises are prominently highlighted in the procurement documents. The contract appears open to all qualified vendors who can meet the technical and licensing requirements. While the RFB indicates the State will consider preferences for Minnesota resident vendors and veteran-owned small businesses, no strict mandates are specified. The contract term spans from July 1, 2024 to September 1, 2026, with work phases scheduled over the three-year period. Although a specific budget range is not explicitly stated, the qualification requirements suggest an anticipated project value of at least $35,000. Interested contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR reserves the right to award the contract by item, group, or total, depending on what is deemed most advantageous to the state.
