About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Moose Willow Wildlife Management Area (WMA) Road Project in Aitkin County, specifically soliciting contractors to perform road maintenance and aggregate work. The project involves reshaping, providing, dumping, spreading, compacting, and grading approximately 1,274 cubic yards of class 5 aggregate material along a 4,300-foot long by 12-foot-wide road segment. Contractors must submit comprehensive unit pricing for four specific line items: road reshaping, aggregate material provision and spreading, compaction, and grading. The bid is open from May 2, 2025, to May 22, 2025, with all responses required to be submitted electronically through the Swift Portal. Interested bidders are encouraged to conduct a site visit and can contact Project Supervisor Derek Frost at 218-429-3055 for additional information. The project has a completion deadline of September 12, 2025, and will be awarded to the lowest responsible vendor meeting all specifications and terms. Evaluation criteria include compliance with project specifications, prevailing wage requirements, and overall responsiveness to the solicitation.
The procurement opportunity appears to have several vendor qualification requirements, including a mandatory vendor qualification form demonstrating previous contract experience and financial stability. Contractors must have completed at least one prime contract of $20,000 or more since September 2023 and cannot have been found in default or had a contract terminated for cause in the past 36 months. While no specific set-aside designations are explicitly mentioned, vendors can claim Resident Vendor or veteran-owned small business status. The bid requires comprehensive documentation, including a solicitation bond, vendor qualification form, and equipment specifications form detailing the types and capabilities of machinery that will be used on the project. Contractors must provide proof of insurance and comply with diversity and inclusion guidelines. Though a specific budget range is not disclosed, the solicitation indicates that responses exceeding $50,000 will require a solicitation security bond. The project will be funded by the State of Minnesota and executed within the Moose Willow Wildlife Management Area in Aitkin County.
