About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for refuse and recycling services at the Minnesota Interagency Fire Center (MIFC) located in Grand Rapids, Minnesota, through a Request for Bid (RFB) solicitation #2025-737. The procurement covers a two-year contract from July 1, 2025, to June 30, 2027, with specific service requirements including one 6-cubic yard garbage container picked up twice weekly and one 6-cubic yard recycling container picked up once weekly. Bidders must provide comprehensive waste management services involving loading, hauling, and disposing of garbage and recycling while adhering to state waste management regulations. All responses must be submitted electronically through the Swift Portal by May 9, 2025, at 2:00 PM, with potential bidders advised to contact Project Supervisor Kevin Carlisle at 218-322-2695 for a site visit. The evaluation criteria focus on selecting the lowest responsible vendor who meets all specifications, with the DNR being the final determinant of specification compliance. Contractors must include all associated costs in their unit pricing, encompassing labor, materials, tools, transportation, equipment, and applicable taxes.

The solicitation offers preferences for Minnesota resident vendors and veteran-owned small businesses, with certified veteran-owned businesses potentially receiving a 12% preference. There are no specific set-aside designations mentioned for disadvantaged enterprises, but bidders must provide details about their business organization type and insurance capabilities. Contractors are required to comply with environmental and safety protocols, including invasive species prevention and pollution best management practices. While a specific budget range is not explicitly stated, the contract involves 208 garbage container pick-ups and 104 recycling container pick-ups over the two-year term. Bidders must demonstrate appropriate licensing and insurance, and the state reserves the right to adjust container numbers and pickup frequencies as needed. The award will be made to the lowest responsible vendor, with the state maintaining flexibility to award items separately or by grouping to maximize advantageousness.
