About this opportunity
The Minnesota Department of Natural Resources (DNR) has issued a Request for Bid (RFB) for maintenance road grading services in the McGrath Area State Forest, located in Aitkin County. The procurement involves maintenance grading on approximately 19 miles of state forest roads, with potential additional work in the same vicinity as directed by the Project Supervisor. Bidders are required to provide labor, equipment, materials, tools, transportation, and all other incidentals necessary to complete road grading services. The project requires electronic bid submission through the Swift Portal by August 27, 2024, with work to be completed by December 31, 2025. Evaluation criteria include compliance with specifications, with the award being made to the lowest responsible vendor meeting all terms and conditions. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. Unit pricing must comprehensively include all associated costs such as labor, materials, transportation, equipment, and applicable taxes.
The solicitation includes potential preferences for Targeted Group, Economically Disadvantaged, Veteran-Owned, and Individual businesses, suggesting opportunities for diverse vendors. While no specific budget range was explicitly stated, the bid allows for unit pricing per mile for two and three passes of road grading, as well as an hourly rate for miscellaneous road grading work. No direct pay permit applies to this project, and the DNR will be the sole determiner of vendor specification compliance. The State reserves the right to award items separately, by grouping, or by total, based on what is most advantageous. Bidders are encouraged to visit the project site before submitting their proposal, and all responses that do not fully comply with the solicitation requirements will be considered non-responsive and rejected. Interested contractors must ensure they review all attached documents and meet the comprehensive specifications outlined in the bid package.
