About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for maintenance grading services in the Aitkin County area, specifically within the McGrath work station. The procurement involves grading approximately 19 miles of state forest roads, with potential for additional road work as directed by the Project Supervisor. Contractors must provide unit pricing for two-pass and three-pass grading services, as well as an hourly rate for miscellaneous road grading work. Key deliverables include labor, equipment, materials, tools, and transportation necessary to complete road maintenance to DNR specifications. The bid requires electronic submission through the Swift Portal by August 8, 2024, with work to be completed by December 31, 2025. Evaluation criteria include compliance with solicitation requirements, with the award going to the lowest responsible vendor meeting all specifications and terms. Contractors must familiarize themselves with existing site conditions and are advised that no extras will be allowed due to lack of understanding of project conditions.

No specific set-aside designations or enterprise restrictions were explicitly mentioned in the procurement documents. The bid does not indicate any incumbent vendors or require integration with existing infrastructure. Payment will be made on a per-mile basis for graded roads meeting DNR Project Supervisor specifications, and per actual hours for miscellaneous work. While a specific budget range was not provided, the unit pricing structure suggests contractors will submit rates for 2-pass and 3-pass grading, along with an hourly rate for additional work. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The State reserves the right to award items separately, by grouping items, or by total, based on what is most advantageous to the state. Direct Pay Permit 1114 does not apply to this project, and all pricing must include comprehensive costs including labor, materials, transportation, equipment, and applicable taxes.
