About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the McCarthy Lake Wildlife Management Area (WMA) Woody Vegetation Treatment project, located in Wabasha County. The procurement involves labor, equipment, and materials for cutting, piling, burning, and chemically treating approximately 31 acres of undesirable woody species across two job sites. Specific deliverables include mechanical hand cutting, herbicide treatment of stumps, and comprehensive vegetation removal. Contractors must possess a current Minnesota Commercial Pesticide Applicators License and demonstrate prior experience completing at least one contract of similar scope involving 30 acres or more of invasive species management, with a minimum contract value of $30,000 within the past 48 months. A mandatory pre-bid site visit is required, which must be scheduled and completed by October 21, 2024, with all vendors required to sign an attendance sheet. Electronic bid submissions are due through the Swift Portal by October 25, 2024, with award criteria focused on selecting the lowest responsible vendor meeting all specifications. The project has specific completion deadlines, with Site 1 work to be completed by March 15, 2025, and Site 2 by June 25, 2025.

While the solicitation documents do not explicitly outline specific set-aside designations, they hint at potential preferences for veteran-owned small businesses. The procurement appears open to qualified commercial contractors with appropriate licensing and prior vegetation management experience. No incumbent vendor is identified in the documents, and no specific budget range is explicitly stated. The DNR reserves the right to award the contract based on the most advantageous bid, which may involve awarding items separately or by total group. Contractors will need to provide comprehensive pricing that includes all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. The state maintains flexibility in the award process, with the ability to reject non-responsive bids and clarify qualification requirements before making a final contract award. Insurance and compliance with state procurement regulations will be critical components of contractor eligibility.
