About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Long Lake Public Water Access (PWA) Bituminous Repair project, located in Houston County. The procurement involves repair and replacement of approximately 2,280 square feet of asphalt across two sections, which includes asphalt removal, site preparation with 15 cubic yards of Class 5 gravel, and paving with three inches of compacted bituminous pavement. The project requires comprehensive contractor services including labor, equipment, mobilization, materials, and all associated incidentals necessary to complete the repair work. Bid responses must be submitted electronically through the Swift Portal by May 28, 2025, with a project completion deadline of June 30, 2025. Potential bidders are encouraged to contact Project Supervisor Dave Schotzko at 218-308-2367 for a site visit, and contractors needing registration assistance can contact the Contractor Assistance Help Desk at 651-201-8100. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the ability to award items separately or by grouping as deemed most advantageous to the state.
The solicitation emphasizes Minnesota's commitment to diversity and inclusion, with preferences for businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Contractors must provide comprehensive insurance coverage, including general liability, workers' compensation, and automobile liability, with the State of Minnesota named as an additional insured. A solicitation security of 5% of the total bid amount is required, and contractors must comply with state regulations including building construction contractor registration and workforce compliance. Bidders must be registered Minnesota vendors and must complete a Contractor Detail Verification form, which requires disclosure of workforce details, subcontractor information, and Workers' Compensation Insurance status. While a specific budget range is not explicitly stated, the project involves a lump sum bid structure, and contractors must include all costs such as labor, materials, tools, transportation, equipment, and applicable taxes in their unit pricing.
