About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for woody invasive species treatments across buffer areas of Lloyd's Prairie (45.25 acres) and Shea Prairie (16.5 acres) within the Whitewater Wildlife Management Areas in Olmsted and Winona County. The project requires a contractor to perform initial and follow-up cutting and herbicide treatment of invasive trees and brush, with specific work divided into four jobs to be completed between May 1, 2025 and June 25, 2026. Qualified contractors must possess a current Minnesota Commercial Pesticide Applicators License and demonstrate previous experience completing at least one verifiable contract of similar scope, involving a minimum of 50 acres of treatment with a contract value of $50,000 within the past 24 months. A non-mandatory pre-bid meeting is scheduled for February 14, 2025 at 9:00 am at the Whitewater WMA Office in Altura, MN, with electronic bid submissions required through the Swift Portal by February 21, 2025 at 2:00 PM. Evaluation criteria will include project milestone completion, communication effectiveness, on-site supervision, subcontractor coordination, and compliance with Minnesota prevailing wage laws.
The solicitation indicates preferences for Minnesota resident vendors and veteran-owned small businesses, though specific set-aside percentages are not explicitly detailed. Contractors are prohibited from having any contract defaults or terminations for cause within the past 36 months, and the DNR reserves the right to contact references and request additional project information. The award will be made to the lowest responsible vendor meeting all specifications, with unit pricing expected to include all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. While a specific budget range is not provided, the project involves treatment of 61.75 total acres with separate pricing for initial and follow-up treatments at both prairie locations. The DNR will utilize GPS tracking for progress monitoring and require bi-weekly progress reports, with payment structured as four separate transactions contingent upon completion and acceptance of each job phase.
