About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for a direct seeding project at Llief's Land State Wildlife Management Area in Olmsted County, covering 19 acres of ecological restoration. The Request for Bid (RFB) 2025-835 seeks a contractor to complete six specific job lines, including supplying native tree and shrub seeds, site preparation, direct seeding, spring seedling planting, and herbicide applications between Fall 2025 and Fall 2026. Key deliverables include planting oak, hickory, walnut, and other native species with a target density of 4,000 stems per acre, along with invasive vegetation control. Contractor qualifications include a minimum of 15 acres of previous similar work, a contract value of at least $15,000 in the past 48 months, and a current Minnesota Commercial Pesticide Applicators License. The bid is to be submitted electronically through the SWIFT Portal between April 21, 2025, and April 28, 2025, with potential contractors advised to contact Project Supervisor Ryan Tebo at 507-206-2862 for a site visit. Evaluation criteria will assess project milestones, communication, on-site supervision, subcontractor coordination, and compliance with prevailing wage laws.
The solicitation includes provisions for diversity and inclusion, with potential preferences for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with disabilities. Contractors must provide comprehensive project references and confirm no contract defaults in the past 36 months. While no specific incumbent vendor is mentioned, the DNR will award the contract to the lowest responsible vendor meeting specifications, with the option to award items separately or by total grouping. The project allows for seed sourcing from Minnesota, Wisconsin, Michigan, Iowa, and Northern Illinois, emphasizing local ecological considerations. Contractors must follow strict pollinator habitat restoration guidelines and invasive species prevention measures. Although no exact budget range is specified, the project involves multiple line items with unit pricing that must include all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. The contract will run through December 31, 2026, with specific milestones and invoicing requirements for each job phase.
