About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for the 2025-202 Lewiston Area Climate Change TSI Project, a forestry management initiative located in the Lewiston Forestry Area. The procurement seeks a contractor to perform hand release services involving hand tools (chainsaw and brush saw) and herbicide application across three forest stands totaling approximately 127.4 acres. Specific deliverables include selective vegetation management to support forest climate change adaptation research, with contractors required to use precise hand tools and herbicide techniques. The project requires contractors to have appropriate equipment, licensing, and operational capabilities for forestry management. All bids must be submitted electronically through the Swift Portal by October 1, 2024, with a project completion deadline of March 31, 2026. Interested bidders are encouraged to contact Project Supervisor Michelle Martin at 651-259-5836 to arrange a site visit. The DNR will award the contract to the lowest responsible vendor meeting all specifications, with the ability to evaluate bids by individual stand or total project.
The DNR has established preferences for Minnesota resident vendors and veteran-owned small businesses, with goals of supporting targeted and economically disadvantaged business participation. Contractors must comply with workforce certificate requirements, including potential obligations for equal pay certification if employing 40 or more workers. While no specific incumbent vendor is mentioned, the project appears to be funded through state resources with potential funding variability. The procurement allows for multiple awards across the three identified forest stands, with pricing structured on a per-acre basis. Contractors will be required to demonstrate compliance with state pesticide use guidelines, invasive species prevention protocols, and applicable environmental regulations. The DNR reserves the right to modify contract scope or withdraw the solicitation based on funding constraints. No specific total contract value was explicitly stated in the available documentation, though the project spans approximately 127.4 acres of forestry management.
