About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a well drilling project at the Larson Lake Forest Recreation Area Campground in Itasca County. The solicitation (Bid #2025-638) requires a comprehensive water supply well construction service, including installation of a 4-inch diameter PVC cased well to approximately 100 feet, with a stainless steel wire well screen, complete well grouting, and concrete pad construction. Contractors must provide all labor, equipment, materials, tools, transportation, and incidentals necessary for the project, with specific requirements including rehabilitation of an existing Monitor hand pump, sealing the current well, and installing a new base plate to convert pump hardware compatibility. The bid submission period opens February 25, 2025, and closes March 11, 2025, with all responses required to be submitted electronically through the Swift Portal. Work cannot commence before April 1, 2025, and must be completed by May 31, 2025, with the DNR reserving the right to award to the lowest responsible vendor meeting all specifications and terms. Contractors must be registered with the Minnesota Department of Labor and Industry and comply with all specified requirements, including prevailing wage standards.

The procurement includes specific preferences and set-aside provisions for diverse businesses, with the Department of Administration offering a 12% preference for Minnesota-based small businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Targeted group, economically disadvantaged, and veteran-owned businesses receive the 12% preference, while eligible DEED/DHS providers receive a 6% preference. A mandatory surety bond of 5% is required for bids exceeding $50,000, and contractors must maintain specific insurance coverages, including workers' compensation, automobile liability ($1.5M per occurrence), and commercial general liability ($1.5M per occurrence). While no specific budget range is explicitly stated, the detailed specifications suggest this is a specialized infrastructure project with precise technical requirements. Contractors experiencing difficulties with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure compliance with all bidding requirements.
