About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Larson Lake Forest Road Graveling project, located in Itasca County, spanning a 1.7-mile road segment. The procurement involves labor, equipment, materials, and services to provide, load, haul, and spread approximately 1,600 cubic yards of Class 5 aggregate material, followed by complete road grading and compaction. Key deliverables include precise road surface preparation, aggregate placement, and final grading to meet DNR specifications. Bidders must submit electronic responses through the Swift Portal by October 8, 2024, at 2:00 PM, with no email or fax submissions accepted. Evaluation criteria include lowest responsible vendor meeting all project specifications, with the DNR reserving the right to award items separately or by total project scope. Contractors must provide detailed equipment specifications, operator experience documentation, and comply with prevailing wage requirements. Project completion is mandated by June 30, 2025, with payment issued upon full project acceptance by the project supervisor.
The solicitation includes provisions for Veteran-Owned Small Business preferences and considers diversity and inclusion for small businesses in economically disadvantaged counties. Bidders must submit a 5% solicitation security for bids exceeding $50,000 and complete an Attachment A First-Tier Subcontractor List, certifying that subcontractors meet responsible contractor criteria under Minnesota Statute 16C.285. The project requires compliance with invasive species prevention, polluter best management practices, and specific safety requirements. While no incumbent vendors are explicitly mentioned, contractors must demonstrate technical capability through detailed equipment and operator experience documentation. Though specific budget ranges are not disclosed, the project involves approximately 1,600 cubic yards of aggregate material, suggesting a moderate-scale infrastructure improvement initiative. Potential bidders needing registration or submission assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure comprehensive understanding of the solicitation requirements.
