About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a tree removal project at the Lanesboro State Fish Hatchery located in Fillmore County. The procurement involves cutting and removing approximately 25 selected standing trees from steep hillside terrain adjacent to existing structures, with all logs and brush required to remain on-site in locations designated by the Project Supervisor. Bidders are strongly encouraged to conduct a site visit before submitting proposals, which can be arranged by contacting Project Supervisor Scott Sindelar at 507-765-0011. All bids must be submitted electronically through the Swift Portal by March 12, 2025, at 2:00 PM, with a project completion deadline of April 1, 2025. Evaluation criteria include compliance with specifications, lowest responsible bid, and the ability to execute the project without causing damage to nearby structures. Contractors must provide unit pricing that encompasses all associated costs including labor, materials, tools, transportation, equipment, and applicable taxes. Additionally, bidders will be required to demonstrate compliance with prevailing wage requirements and submit necessary documentation verifying their business capabilities.

The DNR actively promotes diversity in procurement and offers preferences for certified minority-owned, women-owned, veteran-owned, and disabled-owned businesses. Vendors submitting bids over $100,000 must complete a Workforce Certificate Information Form, and those exceeding $50,000 will need to provide a surety bond equal to 5% of the total bid amount. Insurance requirements are comprehensive, mandating workers' compensation coverage, commercial general liability insurance of $1.5 million per occurrence, and automobile liability coverage of $1.5 million combined single limit. Timber and firewood associated with the project will be available for purchase through a DNR special products permit. While no specific budget range is explicitly stated, the project involves removing 25 trees from a challenging hillside terrain, suggesting a moderate-scale contract. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and must be prepared to verify their compliance with Minnesota employment and workers' compensation regulations.
