About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for tree removal services at the Lanesboro State Fish Hatchery located in Fillmore County. The project requires cutting and removing approximately 25 selected standing trees from steep hillside terrain, with specific emphasis on careful removal to prevent damage to existing structures including two buildings and a water aeration tower. A mandatory pre-bid site visit is required for all potential bidders, which can be scheduled by contacting Project Supervisor Scott Sindelar at 507-765-0011. Bids must be submitted electronically through the Swift Portal by February 27, 2025, at 2:00 PM, with a project completion date of April 1, 2025. The contract will be awarded to the lowest responsible vendor meeting all specifications, with unit pricing required to include all associated costs such as labor, materials, transportation, equipment, and applicable taxes. Evaluation criteria include compliance with solicitation requirements, with DNR serving as the final determiner of specification adherence.

The procurement encourages participation from diverse business ownership groups, including businesses owned by minorities, women, veterans, and those with substantial physical disabilities through the Department of Administration's targeted group business program. A veteran-owned small business preference of 12% applies on the first $2,000,000 of the bid response. Contractors must be registered with the Minnesota Department of Labor and Industry and provide proof of workers' compensation insurance, automobile liability ($1.5M per occurrence), and commercial general liability ($1.5M per occurrence). Timber and firewood from the removed trees will be available for separate purchase through a DNR special products permit. While no specific budget range is explicitly stated, the project involves removal of 25 trees from a state fish hatchery facility, suggesting a moderate-scale project. Interested contractors must complete a Contractor Detail Verification form and comply with prevailing wage requirements, with potential contract forfeiture for any falsified information.
