About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a project at Lake Maria State Park involving the installation of an ADA-accessible solar well with a bottle filler and drinking fountain near Monticello. The procurement is a Request for Bid (RFB) solicitation numbered 2025-902, which requires contractors to provide comprehensive services including labor, equipment, materials, tools, transportation, and all associated incidentals for drilling a new 4-inch well (minimum 50 feet deep) and installing solar well infrastructure. Key deliverables include complete well installation, solar equipment setup, pump and battery installation, and an ADA-compliant drinking fountain. The project has a strict timeline, with substantial completion required by June 13, 2025, and final completion by June 30, 2025. Bidders must submit responses electronically through the Swift Portal by May 22, 2025, at 2:00 PM, and are required to upload a detailed Equipment Schedule in Microsoft Excel format. Evaluation criteria focus on the lowest responsible vendor meeting all project specifications, with DNR retaining the right to reject non-responsive bids.
The solicitation demonstrates Minnesota's commitment to diversity and inclusion, with preferences potentially given to businesses owned by minorities, women, veterans, and those with disabilities. Contractors must comply with prevailing wage requirements, provide performance and payment bonds, and meet specific insurance and safety standards. Interested vendors must register through the Swift Portal and can contact Project Supervisor Kenneth Giannini at 763-272-4042 for a site visit. While a specific budget range is not explicitly stated, the project requires comprehensive pricing that includes all associated costs such as labor, materials, sales tax, and use tax. Additional requirements include adherence to invasive species prevention protocols, pollinator best management practices, and compliance with state and federal construction and environmental regulations. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The state reserves the right to award items separately or as a total package, depending on what is most advantageous to the state.
