About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the Kuttes Public Water Access Landing Rehabilitation project located in Koochiching County near International Falls. The procurement is a Request for Bid (RFB) for comprehensive site rehabilitation, requiring contractors to supply and deliver approximately 1,800 cubic yards of Class 5 Aggregate for the parking lot and entrance road, and remove and replace approximately 6,400 square feet of broken bituminous near the loading and unloading ramp. Contractors must replace the subgrade and complete all associated grading and compaction work. Bid submissions are due electronically through the Swift Portal by November 19, 2024, at 2:00 PM, with the project scheduled for completion by July 31, 2025. Evaluation criteria include lowest responsible vendor meeting all specifications and contract terms, with bidders required to demonstrate prior experience through a qualification form showing at least two similar contracts valued at $25,000 or greater since September 2020. The Project Manager must have a minimum of 5 years of experience with comparable bituminous work.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. The procurement does not indicate preferences for small businesses, minority-owned, or women-owned enterprises. While no incumbent vendors were identified, the contract requires comprehensive documentation including a solicitation bond that binds the principal to pay 5% of the bid amount if awarded but failing to execute the contract. Bidders must provide proof of insurance and comply with prevailing wage requirements. Though a specific budget range was not disclosed, the scope of work suggests a project value likely between $100,000 and $250,000, based on the volume of aggregate, bituminous replacement, and site rehabilitation requirements. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and the State reserves the right to award items separately or in total based on what is most advantageous.
