About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a buckthorn treatment project in Juglans Woods AMA, located in Freeborn County, Minnesota. The procurement involves labor, equipment, materials, tools, transportation, and herbicide necessary to remove and chemically treat buckthorn and other woody invasive species across approximately 22.43 acres. Bidders must attend a mandatory pre-bid site visit on September 13, 2024, at 11:00 AM at the Juglans Woods AMA Parking Lot, with all responses due electronically through the Swift Portal by September 20, 2024. Required qualifications include having completed similar large-acreage invasive species treatment projects within the past 24 months, possessing a current Minnesota Commercial Pesticide Applicators License, and demonstrating capability to handle projects valued at a minimum of $20,000. The DNR will evaluate vendors based on responsibility, technical qualifications, and lowest total bid price, with the contract covering two years of treatment - an initial invasive species removal and a follow-up treatment for re-sprouts. Evaluation criteria will consider project milestones, communication, on-site supervision, and compliance with prevailing regulations.
The solicitation does not explicitly indicate specific set-aside designations for disadvantaged businesses, though it references diversity and inclusion requirements. Vendors must submit a completed Price Schedule and Qualification Form, with unit prices including all associated costs such as labor, materials, transportation, equipment, sales tax, and use tax. The contract will be awarded to the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by grouping. While no incumbent vendor is mentioned, the DNR reserves the right to withdraw the contract or limit acres completed based on available funding. The project's total value is not explicitly stated, but bidders will provide per-acre pricing across six plots over two years, with the expectation that the total contract value will be determined by the submitted unit prices. Interested contractors needing registration assistance can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and must be prepared to demonstrate substantial experience in invasive species management.
