About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for a Jack Pine Cone Collection project in Hubbard County near Badoura for Calendar Year 2025. The procurement seeks a contractor to collect between 100-400 bushels of jack pine cones from designated harvest areas and deliver them to the Badoura State Forest Nursery by June 15, 2025. Each bushel is defined as two five-gallon buckets 80% full, equating to approximately 3,000 cones. Strict quality requirements mandate that cones must be full-sized, brown to gray, with closed scales, free of moss and insect damage, and with stems and needles removed. The bid event is open from April 10, 2025, at 2:15 PM to April 22, 2025, at 2:00 PM, with all responses required to be submitted electronically through the Swift Portal. Evaluation criteria include compliance with specifications, with the contract to be awarded to the lowest responsible vendor meeting all terms and conditions. Contractors are strongly encouraged to inspect project sites before submitting bids and must follow detailed collection protocols, including specific vehicle use restrictions and site-specific waiver requirements.

The solicitation emphasizes diversity and inclusion, with the State of Minnesota committed to providing opportunities for businesses owned by minorities, women, veterans, and those with substantial physical disabilities. Bidders can claim Resident Vendor status and Veteran-Owned Small Business preferences. The DNR reserves the right to withdraw the contract offer due to insufficient funding or limit the number of bushels collected. Contractors must provide proof of insurance if awarded the contract and can potentially claim prompt payment discounts. While no specific incumbent vendors are mentioned, the contract includes comprehensive requirements for workforce certification, non-discrimination policies, and invasive species prevention protocols. The unit price must encompass all costs, including labor, materials, tools, transportation, equipment, and taxes. Though a specific budget range is not explicitly stated, the maximum collection quantity is set at 400 bushels, with payment to be made based on the number of acceptable bushels delivered and approved by the contract supervisor.
