About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Irish Creek Gravel Pit Crushing project located in Cook County near Hovland. The procurement is a Request for Bid (RFB) for excavating, crushing, blending, and stockpiling approximately 15,000 cubic yards of class 5 aggregate at the Irish Creek state forest pit. The project requires comprehensive services including labor, equipment, materials, tools, transportation, and associated incidentals. All responses must be submitted electronically through the Swift Portal by May 7, 2024, at 2:00 PM, with no email or fax submissions accepted. Evaluation criteria include responsiveness to specifications, compliance with all terms and conditions, and pricing. The contract will be awarded to the lowest responsible vendor meeting all requirements, with the state reserving the right to adjust item awards as deemed most advantageous. The project must be completed by November 30, 2024, and the DNR retains the ability to modify the actual cubic yardage crushed based on funding and bid acceptance.

Vendors must comply with prevailing wage requirements and may be eligible for special procurement considerations, including veteran-owned small business preferences and the state's Small Business Procurement Program. A 5% solicitation security is required for responses exceeding $50,000, and bidders must provide appropriate bonding to ensure contract performance. No specific incumbent vendors are listed, and the procurement does not appear to have strict set-aside designations beyond the small business and veteran-owned business preferences. While a specific budget range is not explicitly stated, the project involves approximately 15,000 cubic yards of aggregate processing, which suggests a moderate-scale contract. Contractors needing assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. All crushing operations must adhere to applicable local mining and reclamation ordinances, and the DNR will be the final arbiter of specification compliance.
