About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a comprehensive upgrade of the Lower Lift Station #2 at Interstate State Park in Chisago County. The procurement involves replacing the existing control panel with a new Variable Frequency Drive (VFD) panel and replacing two grinder pumps with VFD motor pumps. The project requires contractors to provide all necessary labor, equipment, materials, tools, and transportation for the installation. Key deliverables include a NEMA-rated control panel, 3-phase motor starters, alarm systems, and float controllers, with specific technical specifications outlined in the bid documents. The solicitation is open from May 21, 2025, to June 2, 2025, with electronic submissions required through the Swift Portal. A mandatory site visit can be arranged by contacting the Project Supervisor, Nikki Franke, at 651-259-5773. The project is scheduled for substantial completion by June 20, 2025, with final completion by June 27, 2025. Award will be made to the lowest responsible vendor meeting all specifications, with the state reserving the right to award items separately or by total project scope.
The procurement emphasizes Minnesota's commitment to diversity and inclusion, with potential preferences for businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Contractors must complete a First-Tier Subcontractors List, verifying compliance with minimum responsible contractor criteria under Minnesota Statute 16C.285. Responses exceeding $50,000 require a solicitation bond, and bidders must provide proof of appropriate insurance and adhere to prevailing wage statutes. Qualifying vendors may benefit from potential designation as a Targeted Group Business, Economically Disadvantaged Business, or Veteran-Owned Business. While specific budget details are not explicitly stated, the comprehensive nature of the lift station upgrade suggests a significant investment in infrastructure improvement. Contractors must register as building construction contractors and comply with state regulations. The project includes a comprehensive warranty and installation requirements, indicating a thorough approach to infrastructure maintenance and upgrade.
