About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for the Hunters Paradise Wildlife Management Area (WMA) Woody Removal project located in Traverse County near Wheaton. The procurement is a Request for Bid (RFB) for comprehensive woody removal services, which includes removing trees and shrubs across approximately 65 acres of heavy removal and 280 acres of scattered removal, with additional stump grinding and tree pile burning requirements. Bidders must submit electronic responses through the Swift Portal by October 15, 2024, at 2:00 pm, with project completion mandated by May 2, 2025. Contractors are required to provide unit pricing for various removal activities, including heavy tree and shrub removal, scattered removal, stump grubbing, and a lump sum for tree pile burning. Qualification requirements include demonstrating experience with at least two similar woody removal projects completed since April 2021, with one project valued at $150,000 or greater, and proving no significant safety violations or contract defaults in the past 36 months.

The solicitation includes provisions for veteran-owned small business preferences and is subject to Minnesota's targeted group and economically disadvantaged business set-asides. Bidders must complete a Prime Contractor Response Qualification Form and provide references for previous similar projects. The DNR reserves the right to award the contract to the lowest responsible vendor meeting all specifications, with the flexibility to award items separately or by grouping. While specific budget ranges are not explicitly stated, the project involves comprehensive landscape management services with potential significant scope. The state will evaluate responses based on compliance with specifications, overall responsiveness, and the vendor's demonstrated capability to complete the woody removal project effectively and safely. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure proper preparation and submittal of their bid package.
