About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a habitat restoration project involving prescribed rotational goat grazing on 34 private property acres of bluff prairie and woodlands located northeast of Houston, Minnesota. The primary objective is to reduce woody vegetation encroachment on a high-quality bluff prairie habitat, targeting specific invasive and overgrowth species including buckthorn, prickly ash, honeysuckle, aspen, dogwood, amur maple, sumac, and raspberries. Contractors must provide 50-80 meat goats and implement rotational grazing techniques across two seasons: May 1 through October 31 in both 2025 and 2026. Bidders are required to demonstrate a minimum of two years of experience in rotational goat grazing on remote sites and must submit comprehensive documentation through the Swift Portal by April 10, 2025. Qualification requirements include completing at least two contracts valued at $5,000 or more for goat grazing on remote sites since January 2022, with the DNR reserving the right to verify references and project performance.
The procurement opportunity includes potential preferences for diverse vendors, with opportunities for businesses owned by racial minorities, women, persons with substantial physical disabilities, or veterans. A 12% preference may be available for veteran-owned small businesses, and bidders must be registered as suppliers or bidders. The contract will be awarded to the lowest responsible vendor meeting all specifications, with unit pricing required to include all associated costs such as labor, materials, tools, transportation, equipment, and taxes. While no specific budget range is explicitly stated, the project involves detailed line-item pricing for goat mobilization, fencing installation, daily grazing rates, and reporting. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, and must provide proof of insurance. The DNR emphasizes compliance with pollinator best management practices and invasive species prevention throughout the project's implementation.
