About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a comprehensive well repair project at Great River Bluffs State Park located in Winona County. The procurement involves the complete removal, disposal, and replacement of the drinking water well pump and associated components in the park's picnic area well house. Specific deliverables include installing a new 2 HP 5 GPM Starite pump with a three-phase motor, Phase Tech SD005 VFD with Transducer, approximately 31 drop pipes, check valves, pump wire, a 22-gallon fiberglass bladder tank, and related infrastructure. The project requires all necessary labor, mobilization, equipment, machinery, and materials to fully replace the existing well system. Bids must be submitted electronically through the Swift Portal by February 19, 2025, at 2:00 PM, with a mandatory site visit available by contacting Project Supervisor Jon Holger at 507-312-2652. The contract will be awarded to the lowest responsible vendor meeting all specifications, with work to be completed between April 1 and June 30, 2025. Evaluation criteria include compliance with technical specifications, unit pricing including all associated costs, and meeting all contractual requirements.
The procurement includes provisions for veteran-owned small business preference of 12% on the first $2,000,000 of the response and encourages participation from minority-owned, women-owned, veteran-owned, and disabled-owned businesses. Contractors must be registered with the Minnesota Department of Labor and Industry prior to contract award and comply with prevailing wage requirements. No subcontracting is permitted without prior approval and documentation. Bidders are required to provide proof of workers' compensation insurance, automobile liability, and commercial general liability coverage. A 5% bid security is mandatory for responses exceeding $50,000. While a specific budget range is not explicitly stated, the comprehensive nature of the well replacement suggests a moderate-scale infrastructure project. Interested contractors must submit a detailed Contractor Detail Verification form and comply with all state regulations, including registration requirements under Minn. Stat. 326B.701 and Workers' Compensation Insurance declarations.
