About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a public water access asphalt repair project at Indian Lake and Granite Lake Public Water Access (PWA) sites in Wright County. The procurement involves comprehensive infrastructure improvements, specifically the removal of existing asphalt and culverts and installation of a new 3-inch asphalt layer across approximately 24,200 square feet of parking lot, along with new culvert installations. Bidders must submit electronic responses through the Swift Portal by November 5, 2024, at 2:00 PM, with no email or fax submissions accepted. Contractors are required to be registered as either a bidder or supplier and must comply with all project specifications. The DNR will award the contract to the lowest responsible vendor meeting all specifications and terms, reserving the right to award items separately or by total project scope. Evaluation criteria include compliance with technical specifications, pricing, and overall responsiveness to the solicitation requirements.

The procurement includes several set-aside and preference opportunities, specifically targeting veteran-owned small businesses with a potential 12% preference and incorporating diversity and inclusion provisions. Bidders may qualify under various preference categories, including Targeted Group, Economically Disadvantaged, and Veteran-Owned business designations. Prime contractors must complete a First-Tier Subcontractors List, certifying that all subcontractors meet minimum responsible contractor criteria per Minnesota Statute 16C.285. While no specific budget range is explicitly stated, bidders must provide unit pricing that includes all costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. Additional requirements include providing proof of insurance, compliance with prevailing wage regulations, and submitting a surety bond for bids exceeding $50,000. Subcontracting is permitted, and the contract is scheduled to be completed by May 31, 2025.
