About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for the 2025-043 Grand Portage State Forest 2024 Flood Repair project located in Cook County. This Request for Bid (RFB) seeks a contractor to perform comprehensive road repair work, including spot graveling (286 yards of state-supplied gravel), culvert replacement (35/24" x 28' arch culvert), and 3-pass grading on 35.4 miles of forest roads damaged by recent flooding. Bidders must provide all necessary labor, equipment, materials, tools, transportation, and incidentals to complete the repair work. All responses must be submitted electronically through the SWIFT Supplier Portal by July 23, 2024, with a project completion deadline of November 30, 2024. The DNR will award the contract to the lowest responsible bidder meeting all specifications, with the project supervisor being Simon Cain, who can be contacted at (218) 353-8844. Evaluation criteria include compliance with solicitation requirements, ability to meet technical specifications, and overall cost-effectiveness. A site visit prior to bidding is highly encouraged to understand the full scope of the flood damage repair work.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises, though Minnesota typically offers preferences for resident vendors and veteran-owned small businesses. The RFB requires contractors to comply with prevailing wage requirements and Minnesota Department of Labor and Industry regulations. A 5% solicitation security is required for bids exceeding $50,000, with the bond being forfeited if the awarded contractor fails to enter into a contract and provide a performance bond. While no specific budget range is detailed, the unit price must comprehensively include all costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. The state reserves the right to award items separately, by grouping items, or by total, depending on what is most advantageous. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, to ensure proper participation in this state forest flood repair project.
