About this opportunity
The Minnesota Department of Natural Resources (DNR) is soliciting bids for a parking lot overlay project at the Grand Lake Public Water Access near Cold Spring in Stearns County. The procurement involves a comprehensive parking lot rehabilitation, specifically an edge mill, disposal of existing material, and overlay of the current asphalt parking lot covering approximately 28,000 square feet. The project requires contractors to mill the existing surface, thoroughly clean the area, and apply a new 2-inch average compacted asphalt overlay, followed by parking lot striping. The bid must be submitted electronically through the Swift Portal by May 21, 2024, with no email or fax submissions accepted. Contractors needing assistance with registration can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The DNR will award the contract to the lowest responsible vendor who meets all specifications and terms, reserving the right to award items separately or by total as deemed most advantageous. A mandatory site visit with the Sauk Rapids Area Parks and Trails Office is required prior to work commencement, and the project must be completed by June 21, 2024, with work restricted to Monday through Thursday due to the recreational site's nature.
There are no specific set-aside designations for this contract, though small businesses in Minnesota that are majority owned by minorities, women, persons with disabilities, or located in economically disadvantaged counties may be eligible for certification in the state's Small Business Procurement Program. Vendors claiming Resident Vendor status or Veteran-Owned Small Business Preference must provide required documentation. Subcontracting is permitted but must be disclosed. A 5% solicitation security is required for responses exceeding $50,000, and the unit price must comprehensively include all costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. The Direct Pay Permit 1114 does not apply to this project. While no specific budget range is explicitly stated, the scale of work (28,000 square feet of parking lot overlay) suggests a substantial infrastructure improvement project. The DNR will serve as the final arbiter of whether vendors meet the specified requirements, with the goal of selecting a contractor capable of executing a high-quality parking lot rehabilitation within the specified timeframe.
