The Minnesota Department of Natural Resources (DNR) is soliciting bids for maintenance excavation services at the Goose Lake Navigation Channel located on the Mud-Goose Wildlife Management Area in Cass County. The project involves cleaning and removing accumulated sediment and plant material along an approximately 800-linear-foot channel, with a width of 15 feet and a maximum excavation depth of 4 feet or to the original channel bottom. Interested contractors must submit electronic responses through the Swift Portal by January 16, 2026, at 14:00, with all bids requiring comprehensive pricing that includes labor, materials, equipment, transportation, and applicable taxes. Bidders must complete and submit both an Equipment and Operator Form and a Contractor Qualification Form, demonstrating at least one completed contract for similar excavation work since July 1, 2022, with a minimum contract value of $8,000. Site visits can be arranged by contacting Dawn Plattner at 218-328-8864 or Emma Hansen at 218-328-8865, with a solicitation deadline for questions set for January 8, 2026. The contract will be awarded to the lowest responsible vendor meeting all specifications, with the project completion deadline set for June 30, 2026.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must be registered with the Department of Labor and Industry per Minnesota Statute 326B.701 and comply with prevailing wage requirements under Minnesota Statutes. Bidders responding to the solicitation with values exceeding $50,000 will be required to provide a 5% surety bond, while projects estimated at $175,000 or greater will need payment and performance bonds at 100% of the contract amount. Contractors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability ($1.5 million per occurrence), and automobile liability ($1.5 million combined single limit). The project requires a tracked excavator with specific technical specifications, including a hydraulic thumb, minimum 90 gross engine horsepower, minimum 20-foot horizontal reach, and ground pressure not exceeding 7.0 psi. While no specific budget range is explicitly stated, the solicitation suggests the project will be competitively bid with the primary evaluation criteria being the lowest responsible vendor meeting all technical and contractual requirements.
