About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a dirt removal project at the Gentilly 27-1 Native Prairie Bank Conservation Easement in Polk County. The procurement is a Request for Bid (RFB) for removing, transporting, and disposing of approximately 600 cubic yards of soil/dirt from a specified location near Gentilly, Minnesota. Contractors must provide all labor, equipment, materials, tools, and transportation necessary to complete the project, with the responsibility of identifying and using a suitable offsite disposal location. The bid must be submitted electronically through the Swift Portal by February 25, 2025, with work to be completed by June 30, 2025. Evaluation criteria include compliance with specifications, with the contract to be awarded to the lowest responsible vendor meeting all requirements. A site visit is highly recommended and can be arranged with Project Supervisor Tyler Janke, and contractors must be registered with the Department of Labor and Industry prior to contract award.
The procurement includes provisions for veteran-owned small business preferences, offering a 12% preference on the first $2 million of the contract. The state demonstrates a commitment to diversity by providing opportunities for historically underrepresented groups, including certified targeted group, economically disadvantaged, and veteran-owned businesses. Contractors must maintain specific insurance coverages, including workers' compensation, commercial general liability, and automobile liability. The project is subject to Minnesota prevailing wage requirements for Highway and Heavy Construction in Region 02. While no specific budget range is explicitly stated, the scope involves removing 600 cubic yards of soil, which suggests a moderate-scale project. Contractors must implement stormwater best management practices and follow invasive species prevention measures. Additional requirements include electronic bid submission, compliance with all attached specifications, and potential preference for businesses certified by the Minnesota Department of Employment and Economic Development (DEED) or Department of Human Services (DHS).
