About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the General Andrews Woody Invasive Removal project, a contract focused on manual removal and herbicide control of invasive woody plants on approximately 6 acres of state forest land near Willow River. The procurement requires a contractor to provide labor, equipment, materials, and herbicide application to eliminate specific invasive species including buckthorn, Siberian pea shrub, Amur maple, and non-native bush honeysuckle. Key qualifications for bidders include having a minimum of 2 years' experience in broadcast forest herbicide application, on-site applicators with at least 1 year of experience, and valid herbicide application licenses recognized by the Minnesota Department of Agriculture. Bidders must demonstrate the ability to accurately identify target invasive plants in their early summer growth stage. The request for bid (RFB) is posted on August 19, 2024, with electronic submissions due through the Swift Portal by August 29, 2024, at 2:00 PM. Interested contractors can schedule a site visit by contacting the Project Manager, Liam McClannahan, at 612-458-8559. The contract period runs from September 1, 2024, to April 30, 2025, with award to be made to the lowest responsible vendor meeting all specifications.
The solicitation indicates preferences for Minnesota resident vendors and certified veteran-owned small businesses, though these are not strict set-aside requirements. No specific incumbent vendors are mentioned in the documentation. Contractors are prohibited from subcontracting any portion of the work, and must meet strict qualification criteria, including having no contract defaults or terminations in the past 36 months and no willful or repeated OSHA safety citations. While no specific budget range is explicitly stated, payment will be calculated based on actual acres treated and accepted by the DNR, with the estimated project scope being 6 acres. The unit price submitted must comprehensively include all associated costs such as labor, materials, tools, transportation, equipment, sales tax, and use tax. The DNR reserves the right to award items separately or by total amount, whichever is deemed most advantageous to the state. Contractors needing assistance with registration or submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for support.
