About this opportunity
The Minnesota Department of Natural Resources is requesting bids for forestry mulching, brush saw treatment, and herbicide applications to control buckthorn and other invasive woody species on approximately 18 acres within the Willow River area of General Andrew State Forest in Pine County, with bids due September 17, 2026 at 2:00 p.m. CDT.
Eligible Targeted Group (TG), Economically Disadvantaged (ED), and Veteran-Owned (VO) businesses receive a 12% preference in points; eligible DEED/DHS providers receive a 6% preference.
The project divides into two jobs: Job 1 covers approximately 2 acres of forestry mulching and brush saw treatment (completion required October 1–December 4, 2026); Job 2 covers approximately 16 acres of basal bark or cut stump herbicide applications (completion required September 8, 2026–April 30, 2027). Bidders must provide unit-level pricing on a per-acre basis that includes all labor, materials, equipment, tools, transportation, permits, licenses, sales tax, and use tax.
Contractors must hold a minimum of two years' experience in forestry mulching and herbicide application and employ on-site applicators with a minimum of one year of herbicide application experience and current Minnesota Department of Agriculture herbicide applicator licenses (Categories A and J). Required equipment includes a skid-steer with forestry drum mulching head (minimum 98 horsepower and 246 foot-pounds torque), backpack and hand sprayers, brush saws, chainsaws, and a pesticide spill kit. Contractors must maintain Commercial Automobile Liability Insurance ($1 million per occurrence combined single limit) and Workers' Compensation Insurance per Minnesota statutory requirements.
The estimated total contract value is $15,200. The contract term runs September 8, 2026 through April 30, 2027. Work acceptance requires minimum 90% compliance with contract specifications; crop tree damage will reduce the bid price by 2% for every 1% of damage. All responses must be submitted electronically through the SWIFT Portal. Site visits may be arranged by contacting Project Supervisor Liam McClannahan at 763-284-7207. Questions are due September 14, 2026 to Contract Officer Masami Evans at masami.evans@state.mn.us.
