About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the 2025-232 Gateway State Trail Culvert Replacement project in Washington County. The procurement involves comprehensive culvert replacement services, requiring contractors to provide all necessary labor, equipment, materials, tools, transportation, and incidentals to remove the existing culvert and install a new one on the Gateway State Trail. The project has specific timeline requirements, with substantial completion mandated by October 31, 2024, and full completion required by November 15, 2024, with work permitted only Monday through Thursday to maintain trail accessibility on weekends. Bid responses are due by September 26, 2024, at 2:00 PM Central Time and must be submitted electronically through the Swift Portal. The DNR will award the contract to the lowest responsible vendor who meets all specifications and terms, with evaluation criteria focusing on compliance with solicitation requirements, pricing, and technical capabilities. Contractors must be registered as bidders or suppliers and are advised to contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for registration or submission support.
The procurement includes provisions for first-tier subcontractor participation, with a mandatory requirement to complete the First-Tier Subcontractors List, which must identify all subcontractors, their home office locations, contract value percentages, and certifications for Targeted Group, Economically Disadvantaged, or Veteran-Owned businesses. The state demonstrates a preference for Minnesota resident vendors and veteran-owned small businesses. Bidders must provide proof of insurance if awarded the contract and comply with prevailing wage laws, responsible contractor provisions, and affirmative action requirements. While a specific budget range is not explicitly stated, the procurement will be funded directly by the state with no federal funding involvement. Contractors must submit a lump sum price for the entire project and are responsible for understanding all specification details outlined in the solicitation documents. The DNR reserves the right to award items separately or in grouped arrangements to maximize state advantages, indicating flexibility in the procurement approach.
