About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for vault toilet and septic tank pumping services across multiple recreational areas in Hubbard County, specifically at Itasca State Park, LaSalle Lake State Recreation Area, and three forest campgrounds (Mantrap, Hungryman, and Gulch). The contract, numbered 2025-652, requires pumping thirty-eight vault toilets and ten septic tanks during the service period from May 1, 2025, through December 31, 2025, with each location requiring at least one pump per season and some needing intermittent "as needed" services. Contractors must possess a current Subsurface Sewage Treatment Systems (SSTS) License from the Minnesota Pollution Control Agency and be capable of responding within 48 hours for regular service requests and 24 hours for emergencies. The bid must be submitted electronically through the Swift Portal by March 13, 2025, at 2:00 PM, with interested vendors able to arrange a site visit by contacting project manager Greg Lanners at 218-699-7213. Award will be made to the lowest responsible vendor meeting all specifications, with unit pricing required to include all associated costs such as labor, materials, transportation, equipment, taxes, and disposal fees.

The solicitation includes preference programs for targeted groups, offering advantages to veteran-owned small businesses, economically disadvantaged businesses, and DEED/DHS providers. These groups can receive additional points during evaluation, with veteran-owned businesses potentially gaining up to 12% of total available points and DEED/DHS providers potentially receiving up to 6% of total points. Contractors needing assistance with registration or bid submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The state reserves the right to award items separately or by total grouping, whichever is most advantageous. While specific budget ranges are not explicitly stated, the comprehensive nature of the service requirement suggests a substantial contract value covering multiple pumping locations across different recreational sites. Bidders must complete and submit a Price Schedule in specific Excel formats (.xls, .xlsx, .xlsm, .xlt, .xltm, .xlw) or PDF, with failure to comply potentially resulting in bid rejection.
