About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the FY25 Goethite Wildlife Management Area (WMA) Oak Savanna Grassland Restoration project located in Fillmore County. The procurement requires a contractor to provide labor, equipment, materials, and incidentals to cut and chemically stump treat approximately 117 acres across three treatment sites, and pile and burn woody debris on approximately 64 acres of grassland. Key qualifications include possessing a current Minnesota Commercial Pesticide Applicators License and demonstrating completion of at least one similar contract within the past 48 months. The project must be completed by June 25, 2025, with electronic bid submissions required through the SWIFT Portal by August 21, 2024. Evaluation criteria include responsiveness to specifications, compliance with terms and conditions, and lowest responsible vendor pricing. Potential bidders are encouraged to schedule a site visit by contacting Project Supervisor Don Ramsden at 507-796-3284, and contractors needing assistance with registration can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1.
The solicitation does not explicitly designate specific set-aside provisions for disadvantaged, minority-owned, or veteran-owned businesses, though the RFB indicates that targeted group preferences may apply. The DNR reserves the right to award the contract by item, group, or total, whichever is deemed most advantageous to the state. Performance and payment bonds might be required prior to contract execution, and the award will be made to the lowest responsible vendor meeting all specifications. Unit pricing must comprehensively include all associated costs such as labor, materials, tools, transportation, equipment, and applicable taxes. The Direct Pay Permit 1114 does not apply to this project, and contractors found in default or with a contract terminated for cause within the last 36 months may be disqualified. While specific budget ranges were not disclosed, the scope of work involves extensive landscape restoration across approximately 117 acres of treatment sites within the Goethite Wildlife Management Area.
