About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for the 2025-134 Finland State Forest Flood Repair Rebid project located in Lake County. This procurement involves comprehensive repair of flood-damaged state forest roads, with specific work including culvert repairs, spot graveling, grading, road ditching, and shoulder reclamation. Contractors must provide all necessary labor, equipment, materials, tools, transportation, and incidentals to complete the project. The solicitation requires electronic submission through the Swift Portal by August 16, 2024, at 2:00 PM, with a project completion deadline of October 31, 2024. Evaluation criteria focus on selecting the lowest responsible vendor who meets all specifications and terms, with the state reserving the right to award items separately or by total grouping. The project requires unit pricing that includes all associated costs such as labor, materials, equipment, sales tax, and use tax. Bidders are strongly encouraged to review all attachments and may contact the project supervisor, Simon Cain, at (218) 353-8844 for additional information.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly noted in the procurement documents. The solicitation does not mention veteran-owned preferences or diversity requirements. A 5% bid amount surety bond is required, which will be payable to the State of Minnesota as liquidated damages if the awarded contractor fails to enter the contract and provide the required performance bond. While no incumbent vendors were identified, the documents indicate that contractors needing assistance with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1. The project is subject to prevailing wage requirements established by the Minnesota Department of Labor and Industry. Though a specific budget range was not provided, the comprehensive nature of the road repair work suggests a substantial investment in infrastructure restoration. Contractors must be prepared to handle multiple aspects of road repair in the Finland State Forest, demonstrating technical capability and comprehensive construction management skills.
