About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a comprehensive buckthorn removal and chemical treatment project at the Elgin Woods Wildlife Management Area in Todd County. The Request for Bid (RFB) solicits qualified contractors to remove and chemically treat approximately 192 acres of buckthorn (Rhamnus cathartica & Frangula alnus) using hand wand herbicide application and hand mechanical cutting with brush saws and chainsaws. Vendor qualifications include having completed at least one verifiable contract since August 2021 for hand cutting and chemically treating 100 acres or more of woody vegetation understory, with a contract value of $75,000 or greater. Contractors must also possess a current Minnesota Commercial Pesticide Applicator's License. A mandatory pre-bid meeting is scheduled for May 8, 2024, at 10:00 AM at the Elgin Woods WMA parking lot, and all electronic bid responses must be submitted through the Swift Portal by May 14, 2024. The project will be awarded to the lowest responsible vendor meeting all specifications, with the work to be completed in two phases: an initial fall 2024 treatment and a follow-up foliar treatment in summer/fall 2025.

The RFB does not specify specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are mentioned in the documentation. The procurement allows for electronic submission through the Swift Portal, with contractor assistance available through a help desk at 651-201-8100. While a specific budget range is not explicitly stated, the vendor qualification form suggests that similar previous contracts have been valued at $75,000 or more. Payment will be based on the total acres of each treatment area completed and accepted by the project supervisor. The State reserves the right to award items separately, by grouping, or by total, depending on what is most advantageous. Contractors are required to include all costs in their unit pricing, including labor, materials, tools, transportation, equipment, sales tax, and use tax. Direct Pay Permit 1114 does not apply to this project, and responses that do not fully comply with the solicitation requirements will be rejected.
